NFIRS Guidance

Responserack performs NFIRS validation on incidents and provides that "NFIRS Inspection" before an incident is marked as ready for NFIRS. That said, not all NFIRS validation messages are self-explanatory, nor is it obvious what action to take to resolve the validation. Responserack now introduces "NFIRS Guidance" messages in order to
